Hungarian Energy and Public Utility Regulatory Authority – Integrated Energy Efficiency Project

The Integrated Energy Efficiency Project primarily contributed to reducing energy consumption in the business and public institution sectors.

In its National Energy and Climate Plan, Hungary committed to ensuring that the country’s final energy consumption in 2030 does not exceed the 2005 level. If this limit is exceeded, the surplus can only be covered by carbon-neutral energy sources. One of the keys to successfully fulfilling this commitment lies in increasing energy efficiency.

In January 2020, the Hungarian Government adopted the National Energy Strategy, which includes the Integrated Energy Efficiency Project.

Hungary is facing growing and increasingly diverse energy saving obligations, and modern IT solutions are needed to meet the new, ambitious targets, which 4Sales Systems Kft. also participated in developing. As part of the project, MEKH’s integrated energy efficiency management system was developed, which supports companies and public institutions in meeting their energy efficiency obligations in a user-friendly way and significantly reduces the administrative burden on both customers and administrators.

Challenge

The project was implemented on an extremely tight schedule: it started in July 2022 and was completed in November 2023. In addition to the tight deadlines, the coordinated operation of the suppliers – consultants and IT development teams – posed a significant coordination challenge.

The project was particularly complex as it involved the simultaneous development of two specialist systems, a dashboard and a portal, alongside the creation of related content. The work also included the development of a comprehensive, nationwide energy network concept.

Working in a multi-stakeholder environment with parallel development threads required continuous coordination, prioritisation and flexibility at both the operational and strategic levels.
