Hungarian State Treasury – Application Management

In the web-based application management system developed for the Hungarian State Treasury, local governments in Pest County (Pest County Targeted Financial Support) and the Tokaj-Zemplén region (Tokaj-Zemplén Region Development Programme) can submit applications containing complex data sheets.

The system also includes application schemes for which SMEs based in Pest County could apply.

The formal and substantive evaluation of the submitted applications, as well as the conclusion of contracts and payments, are also carried out in the system.

Challenge

The biggest challenges of the project:

  • managing the large number of participants on the support side of the projects: it was necessary to coordinate the work of the NGM, PMÖ (Pest County Local Government, the NGM, the MÁK and the State Treasury Office)
  • managing different application processes
  • managing project events that were delayed.

Solution

The Java-based web-based system developed effectively supports the tasks of both applicants and supporters.

The system handles the submission, acceptance, completion of missing information and content evaluation of applications. Overview lists can be exported from the data of the evaluated applications for the decision-making committee meeting, and the system also supports the recording of any necessary modifications made at the committee meeting in the application. After this, the system collects the data necessary for the contract and generates the grant agreement. Once the grant agreement has been signed, payment voucher documents can be prepared on the system interface.

During the implementation of the application, the system manages the submission of interim and final reports, as well as the audit process.
