Hungarian State Treasury – ÖNEGM Municipal appropriation management module

Challenge

The Hungarian State Treasury’s previous appropriation management processes and systems were fragmented, difficult to understand and difficult to expand. Different procedures and forms were required for different types of support, which resulted in a significant administrative burden and slower processing. There was a need for a unified, transparent system capable of serving a large number of users, ensuring legal compliance, up-to-date data and efficient operation.

Solution

In February 2009, the project began with a situation assessment, during which we identified customer expectations, existing systems and problem areas in the processes. The aim of the process organisation proposals developed was to standardise the various support processes.During the system design phase, we created a flexible, configurable solution that allows new forms, reports and printouts to be defined on the client side. The development was implemented on a Java basis, in an Oracle database and middleware environment, with multiple interfaces connecting to external systems.The live launch took place within one month of the decision, in January 2010, accompanied by nationwide training and a security audit. The system has been continuously evolving ever since, with new features and integrations being added, while we provide full support and version tracking.

Result

  • Standardised processes, centralised registration and automated interfaces have significantly increased transparency, efficiency and access to up-to-date information.
  • In addition to live operation, the system undergoes continuous development to ensure that it can always adapt to changing needs and the legal environment.
